Liability for checking/savings/CD/credit card fraud

Can someone who has knowledge about this clarify what the liability for fraudulent transactions with checking, savings, CDs and credit card accounts are?

From my own research I am assuming that checking and savings accounts are protected with Regulation E – a $50 maximum liability if fraud activity is reported within 2 days, $500 if reported within 60 days and unlimited if reported after 60 days BUT the bank can just refuse to pay if they feel there is no evidence.

With credit cards it is zero liability with Visa and Mastercard if the fraud is reported promptly when discovered.

What about international transactions with a credit card? Do the same protections apply?

How about CDs? What if someone is able to hack into a CD account, close it without your permission and drain your life savings into their own account?
