birmingplumb, Congrats to your disabled son on qualifying for his Section 8 voucher and locating a suitable unit!
If your son and son in law still back in MI will be working at SW Marine, may I recommend a few zip codes that are fine to rent in and eventually buy a single family residence?
92102, Golden Hill (a little expensive to buy in) and Sherman Heights (this area has been gentrifying and has gone up in value in recent years, due to the construction of Petco Park).
92113, Mountain View, directly south of Mt. Hope cemetery and just east or west of the Educational Cultural Complex (ECC).
92114, North Bay Terraces (bounded by Woodman, Skyline, Meadowbrook and Paradise Valley Rd)
91950, National City, east of Highland and south of 18th St
92139, Paradise Hills, east of Reo Dr and South Bay Terraces
91910, Chula Vista, all to rent, but buy east of 5th Ave (can be expensive to buy in)
91911, north of Orange Ave (abt 19 yrs Mello Roos remaining in Sunbow)
92154, Nestor (west of I-5 and accessible to shipyards by walking to trolley)
ALL of these areas are NOT freeway dependent to Southwest Marine and General Dynamics (formerly NASSCO). Their driving distances will be 5-20 mins in rush hour.
I am female and have either lived in or listed in and sat open houses alone in all of these areas and would consider them safe.

One at the new Federal courthouse downtown, one at Torrey Pines doing a new chiller. It appears the work that is being awarded is mainly government military bases and colleges all near the ocean. (So far) 1 job is in El Centro as geothermal piping is wearing -but the boy is provided a motel room if sent there. I will explore the recommended areas and then report back here with any input or questions. Again thank you-p.s I drove from Temecula to almost Palomar Mountain and to Fallbrook. The roads and isolation overwhelmed this 61 year old , and now have eliminated these areas as well as probably Valley Center orany 1 lane road period. found while in Detroit exploring areas by computer—looks good on computer-but the drive on winding roads with tailgaters caused me to be short with my wife and hope she will talk to me tomorrow. Thanks for the much needed help.

All points that I mentioned are 10-25 mins from the Federal Courthouse. If I-5/I-805 are clogged in the a.m., there are a dozen other ways to get there. Same for the reverse drive home.
