I doubt that’s illegal, it is illegal however to put anything in a person’s mailbox, but how can you get mad at someone for trying to make money somehow. Especially with how things in the economy are going. Now a days people are getting mad at anyone who is ASKING for your help to CONTRIBUTE to their business, like myself I have a curb painting business but it’s too small for me to actually get any liscences. If you do your research you will find that to get a liscence you have to make a certain amount of money. So I believe that answers that, and why they left it on your house rather than giving it to you or putting it in your mailbox, well maybe you and everyone else should consider that maybe the people who are curb painting have had a very hard time finding a job, and result in this. I come across alot of mean people thinking i am scamming, but how is it scamming if the job is getting done, nothing in life is free so you shouldn’t expect your curb to be painted for free when you obviously can’t do it yourself why not help another and pay them to do THEIR job instead of expecting them to do it for free or not even bother, there gonna try, because they have no other choices at the moment. i hope you sleep well tonight now knowing that you have no reason to be mad at someone for attempting to work rather than ask you for money on the street.!!!!

There is rarely any kind of earning threshold that applies to licenses. If you are engaging in a business that the city requires you to be licensed for…then you have to be licensed, regardless of whether you are profitable or not.
And, trust me, if you are doing business in the city of San Diego, they want their license/fee revenue and they WILL come after you for payment even years down the road. I know from personal experience…
