I recommend do a little due diligence first to determine what’s broken. “Broken” could very well mean a $10 fuse is blown.

Except the unit is on the roof and I don’t want to climb on it to see.

Yeah, sounds about right. I once bought one from a distributor in Santee for about $20 because I needed it the same day (one of the few distributors who sell retail). Otherwise, ship to store from Home Depot.
You’re supposed to discharge the capacitor before replacing it. An engineer should be able to do this, no problem.

But again, this ac unit is installed on the roof of a two story building, and not on the ground. So its unlikely the capacitor is located inside the rental unit. And I don’t feel like climbing a roof. Don’t even know if I am allowed to.

This is mostly for North County
I had a broken fan during Aug heat wave on a Trane unit that was only a few years old. Most companies wanted to arrange for a visit 1-2 weeks later for inspection. Thompson HVAC took my information and ordered parts over phone. It took several weeks for parts order but they came and installed when we were not at home. We came home to nice cool A/C unit and sent payment in mail.
