To be honest, I’m not sure but it looks like they have a restricted license. This could be vfor a variety of reasons. The most common reason is not meeting educational/continuing education requirements for license renewal which inst necessarily bad (just lazy). If you are concerned, you can contact the DRE for a clarification to find out what the issue is.
