The bill would only apply to vehicles that were fixed and then couldn’t pass,which will basically only apply to vehicles where the smog standard is set unrealistically high. My 1988 Jeep passed with flying colors after installing a new catalytic converter so unless they jack up the specs I suspect it will always pass.
