The animal doesn’t ingest the pepper. The smell irritates hence the deterrent.
Be sure to keep a bunch on hand as you have to reapply after every sprinkler session. Neighbor does this and thinks it works on rabbits as well.
Return to sender is my way. Shovel-ready jobs. (Couldn’t resist!)
BTW, in our hood it seems the kids not adults who forget to clean up.
