the 15 north starts backing up right around Scripps Poway Rd and Poway/Rancho Penasquito exits roughly around 3-4pm. RB is just north of these exits while Mira Mesa is south of these exits.
Think of this as the equivalent of the El Toro Y, big difference going south-bound between Irvine and say Laguna Hills/Mission Viejo.
