That’s not necessarily true. In Arizona, at least, public safety takes priority over immgration policy. Police will not act, or inform, the INS except in situations that involve arrest of the illegal (for anything BUT being an illegal alien).
I believe SDPD have taken the same stance because of budget concerns.
I do remember them (SDPD) wanting to take some federal funds but it required INS type enforcement and SDPD said “forget it… we are not devoting resources to that”.
Now I know someone will make the arguement that illegals will not call the cops for fear of this but most illegals figure out the system pretty quickly.
