Oh, I agree that following orders is no excuse. Just b/c it was w/in policy to do, does NOT justify doing it. Add a little common sense in there. There is no justification for pepper-spraying them while they are just sitting peacefully. Period. The Chancellor should have resigned. Go to the top. The buck stops there.
