In a perfect world they would like to spread it out for years. However spreading it out is based on big assumptions that I think are improbable.
I think it is more like the little dutch boy with his fingers in the dyke. Plugging one hole, only to find another one spring open. Soon to be overwhelmed with leaks until the damn finally crumbles.
