Well, the ultimate goal would be to have someone productive who would not be in the system. Teaching them a skill/trade so they can go on their own and not rely on government. Why couldn’t you use the same people that are being paid to handle welfare bureaucracy and convert it to the trade program. Rather than giving them the money, make them earn it. It would not be a permanent thing, but temporary and hopefully motivational. Potential to earn more later in the private sector. I know maybe I’m being too simplistic and idealistic here.

Programs that you’re talking about have been and continue to be tried in various locales – this idea is not original.
Generically, our social safety net is pretty skimpy relative to most industrial countries, which I don’t have a problem with, just to be clear. However, there’s a certain level below which I’d prefer not to go. While Sweden is probably not the model we want to emulate, nor is Mexico.
