How many thousands (or millions) would apply to be a highly-paid athlete or entertainer (for a clue, see how many try for things like “American Idol”)? How many would apply to CEO positions if those positions were truly open to the general public?
It’s not about how many apply, but how many qualify. The reason we see so many people apply for these public sector jobs is because, unlike the positions in the entertainment industry or C-suite positions, these positions really are open to the general public — you do not need to “know someone” to get in.

BTW, no I am not a public employee, though I did have a public service job many years ago (and worked in the private sector prior to that).
