I’ve seen reports on this as well. It’s interesting but all speculation from what I have seen.
I’ve found this guy during my energy research. Tom Bearden, a retired military nuclear physicist and expert in electromagnetic waves, that apparently has acquired a vast amount of knowledge on KGB weapons during his tenure in the military. He has some things to say about them and other weapons discussed in that bill, still all speculation, but interesting nonetheless.
