IIRC, my sister paid around $4000 to have popcorn (w/asbestos) removed from one of her rental properties in 2001. Similar size house.
A coworker had it done on a 1200 sf condo for $1800 in 2003 – but I’m not sure his contractor was properly licensed for asbestos removal.
Both of those jobs included retexturing afterwards.
The issue isn’t the removal… it’s the disposal.
There’s a blog that suggests you *can* legally dispose of it if you hire an EPA certified waste handler… http://justinedlin.blogspot.com/2010/06/popcorn-ceiling-texture-disposal-in-san.html
