I was tempted to do the same thing in my neighborhood when the problem was not being fixed after I reported it and even got E-mail confirmation of my report. In the end I’m glad I did not attempt it though as the city did a beautiful job of fixing it eventually, much better job than I could have ever done. Most things are really best left to the professionals.
