In my subdivision, I am responsible for my section. The sprinklers are attached to my system, which is connected to my meter.

Some parks are HOA, some are county (4S is not part of the city, that’s why we pay for the garbage removal and have fire sprinklers inside – county code requires that)
The ‘splash’ park is the most expensive HOA park and HOA used it to justify raising the fee from $75 to $83.
There are 4K houses in the community. We are talking about $300K/month and the fee is higher than what High Country West or Bernardo Heights residents pay, where HOA takes care of the front lawn and the residents enjoy nice country club.
4S has no HOA-maintained recreational facility other than the hiking trails and the totlots.

There must be some reason why California still attracts people. It is not for lousy schools and high taxes, but in spite of that.
Similarly, people don’t come to 4S because they like high HOA, but in spite of it.
