Fook Yuen is ok but can't compare to Koi Palace. Try it the next time in that area. About 10 minutes drive from Burlingame. Be prepared to wait but I would call ahead to get a number. They don't take reservation but they do give you a number for calling ahead.
If this is the place off of I280, I think your talking about the place I'm thinking, it's pretty good ( I can't tell the difference beyond a certain point).
My simple criteria for a good dimsum place is simply places that can do a those daikon radish cakes right: hot, crispy on the outside, soft on the inside. Not many places do it right.
