The emboldened section is NOT supported by your reference, nor any where else. The article referenced DOES say that Modly’s actions have put the current administration in a very awkward position where they either have to fire Modly (who is actually a civilian contractor, not military), or support him. Firing would look bad for the administration – so will supporting him. It also looks like Modly trying to cover for his poor response to COVID-19.

The article also mentions that Trumps current nominee to be the full time is being held up by waiting for Senate confirmation… quote:
