Well, the ultimate goal would be to have someone productive who would not be in the system. Teaching them a skill/trade so they can go on their own and not rely on government. Why couldn’t you use the same people that are being paid to handle welfare bureaucracy and convert it to the trade program. Rather than giving them the money, make them earn it. It would not be a permanent thing, but temporary and hopefully motivational. Potential to earn more later in the private sector. I know maybe I’m being too simplistic and idealistic here.
