Black Mountain Ranch had major retailer planned since the plan was made public and voted on 15-20 years ago.
I don’t think there is much you can do about it now.
EDIT: This is what the new shopping center is supposed to look like. Traditional big-box setup – large store surrounded by big parking lot and few shops on the perimeter.
