Hmmm, 4S Ranch is very near Rancho Bernardo, but it is not part of it, because Rancho Bernardo is part of the City of San Diego, and 4S Ranch is not. 4S Ranch has a County sheriff’s substation and a county branch library. The Rancho Bernardo library is a city branch library.
Sabre Springs, I’m not sure. I think that is too far south to be part of RB. It is really located off of Poway Rd, or between Poway Rd and Scripps Poway Parkway. I don’t think it is part of the City of Poway, however, but rather another part of the City of San Diego. If so, Scripps Ranch IS the closest other City of SD neighborhood.
