One of the issues is whether there are pipes in the slab. Cracks in a slab where there are pipe runs is a big mess. (Can break the pipes.)
Another issue is whether it is knocking the building out of true… cracked slabs can lead to cracks in walls and ceilings.
Some small cracks in a garage slab *can* be just cosmetic… since you likely wouldn’t worry about minor moisture infiltration through the slab in a garage. (No carpet, etc., typically)
