A business taping an ad sign to the front of someone’s house without permission is not acceptable under any circumstances.
How would you defenders of these sleazy assholes feel if someone taped a “Palin 2012” sign to the front of your house? Or how about a sign decrying or promoting abortion, or hard liquor, or a porn site? And how big of a sign is acceptable to you? What if the curb painting sign was 10×20 feet? Too big? What is the cutoff? Tell me: why the should anyone other than the homeowner be the one to determine what signs get posted to the front of their homes?
I “work hard” too. But I don’t do it via anonymous sleazebag tactics like these creeps. They leave no phone number on their flyer and no legitimate contact information with their web registry or anywhere on the site. A legitimate business does not need to operate in secrecy like that. But a business looking to scam people or operating with nefarious tactics? Anonymity is Rule #1.
These shitbags can go to hell as far as I’m concerned. If I ever catch them in the act of taping something to my home I can assure you they’ll be quickly seeking a career change by the time I’m done with them.

One needs only to look at other states that have no Prop 13. The states that have full, unrestricted ability to not only raise property tax rates, but also reassess value every year. They’re all running massive deficits too.
