In many ways this is a ridiculous question, San Diego is to large of an area to make a general statement that it is to expensive.
A question like: why is RB so expensive makes more sense.

a 3B 2B house in LA PLAYA! just went for 725k and there are 2 more good size homes listed for less than 650k! Is the SD market cracking? Is point loma coming down from the stratosphere?
Oh man I might becoming back to SD and forgoing Minneapolis after all!
All I need is another 20% drop, a fat couple raises in my career, and a unwilling (to move home to the land of 10,0000 lakes) wife, and SD here I come.
Lets hope there is more of this good news on the horizon. Everyone, ignore Pt. Loma. Carmel valley Rocks, look there please!
