As far as the water goes- if a water billed is going to break you, you’re better off staying in an apartment, or getting a rental that includes water paid in the rent. It sounds like you’ll forever lose sleep over it.
And as far as a landlord passing by unannounced-I’m sure it’s happened before, but passing by usually means that the tenant will bring to light a problem that needs to be addressed. With that said- you are correct; there are some landlords that are crazy, but through your good intuition, you’ll be able to tell when you meet them. When all else fails remember what the Spanish say “Asi es la vida” (Such is life). You’re gonna be fine. Don’t worry.
