SD population change was 1.3-2.6% increase from July 2007-July 2008. Domestic migration from California was negative 135173 meaning people are not moving out. The other thing is that there is international immigration into california that adds to the population growth in this state.

The title of the article wasn’t what I expected:

and the text of the article seems to be saying exactly the opposite of what you are implying:
“For the fourth year in a row, more residents left the Golden State than moved here from other states, according to a report released Wednesday by the California Department of Finance.”
“During the last fiscal year, 135,173 more people moved out of California than moved in from other states. ”
not sure how you interpret this article as saying that people are moving into San Diego
