nachoman, sorry to resurrect this thread.
I’ve been searching SD tax collector’s site, and noticed a few changes they made. Basically, it seems like anyone who hasn’t paid all or part of their taxes has their payment marked as “Roll Closed”. Not sure if you can really read anything else into it.

July 4, 2008 at 6:37 PM #233173TemekuTParticipantThe property tax year is July 1 through June 30. Assuming you found this comment July 1st, I would say it is merely notational to indicate the end of the 2007/2008 tax year. The next assessment year of July 1, 2008 to to June 30, 2009 is now begun.
