It seems to me like people who don’t pay their property taxes are headed towards foreclosure.

 I know the penalties are steep, and that's why I said it didn't make sense to me. Find me someone that consistently beat the penalties and over 3 years, and I'll give him/her money to work with. Makes no sense to me.
