My son (age 3) had to do something similar. He had to be knocked-out completely by a special anesthesiologist. I was surprised when the dentist first recommended it, so we got a second opinion from our previous dentist (in another city) whom we knew and trusted well. The second dentist confirmed that this was not uncommon and most likely necessary.
So it does sound reasonable, but definitely get a second opinion on the specifics.

Along those lines – I have to ask, seriously. Why fix a cavity in a baby tooth ?
I have charmed teeth, too. I know some people who don’t have charmed teeth find the waterpik very useful. Kids would probably love it, too, as they can squirt water all over the bathroom.
