Alcohol sales or no sales can be a problem. I remember way back when downtown, they were having like a Super Bowl party and Violent Femmes were playing in a 21+ show that was fenced off in the beer gardens.
Anyway, a bunch of rebellious underage kids wanted to see the show and so they managed to knock down/take down the fence and enter. They had to stop alcohol sales. The vendors sued the city and fencing company for lost revenue.
