I have been using ooma for about 5 years and really happy with it. I haven’t tried it, but there’s also an ooma app for smartphones that would allow you to receive and make calls.
If you want to use your cell phone for home use, there are cordless phones (i.e. VTech Connect to Cell) with built-in bluetooth that allows you to pair your cell phone with them. With this you can have multiple cordless phones that you can use to make and receive calls from via a single cell phone.
