Participantwithout criminal penalties, how oudl you enforce insurance requirements? paying higher fines? that wouldn’t make sense, particularly if you were unlicensed and/or uninsured, since you’d be out of the system anyway. what about legalizing 50-100cc scooters for everyone, even those with dui’s suspended licenses, etc. then there can be no excuse. you have your wheels, it might take longer, but the risk imposed is on you, not others….
