Really, I think you need to go adopt a dog. It might warm your heart. I was converted about 5 years ago, and I understand your viewpoint because I used to have some amount of fear of dogs.
But…to whomever posted it, the wheeled cage idea seems a little to “CA fruits and nuts” for me. these are not chimpanzees or tigers being transported.
Maybe you should move to Montana where there’s plenty of open space and low population density. Well, then there are the unleashed wolves and bears that are ransacking settlements throughout the land.
Look, unleashed dogs should be ticketed, period. I agree in urban areas it is not ok to let dogs run loose an intimidate those that are scared of dogs. I had a confrontation with a neighbor a few months ago. Her dog was not people agressive but seemed to have it out for my dogs when we passed by their house.
In rural areas, I don’t have as much of a problem with unleashed dogs. I grew up in MN and every rural home/farm had an unleashed large-breed dog of some sort. In all my years, I never heard of a single vicious dog attack outside of its home area. The two I can think involved strangers attempting to handle or pet the dog in some way, and it was a fear response.
But I have never seen or heard of a leashed dog lunging to bite a non-agressive passerby when not on it’s home territory.
