Could FHA prevent a decline of prices?

Well, recently I was told by a mortgage broker that prices will not decline because:

FHA limits will be increasing shortly to accomodate upto $650k loans.

FHA loans are very easy to get since they are not score driven and will qualify even credit shot borrowers, they just need an explanation letter which is very easy to fabricate

FHA downpayment is decreasing to 1.5% meaning buying mania will start again. Borrowers can get in close to zero down.

Since FHA payouts on delinquent loans is taxpayer funded losses are inconsequential.
