Since most Coronado residents won’t use the tunnel – why not fund the tunnel with tolls on the tunnel -so those that use it, pay for it?
They won’t make enough to cover it. Besides… if you are enlisted military you aren’t getting paid that well. If I’m NAVY, even if the military gives me a stipend to cover a “tunnel toll”, I’m pocketing that and driving around the tunnel.
By tolling the bridge it makes it impossible to avoid the toll and with 80K trips a day, it decreased the toll cost overall.
I’m not advocating for a toll or a tunnel – just saying.
The tunnel is dead unless the Navy lets it daylight on the base – and they’ve said No. I think that sticks a fork in it.

The lure of Coronado isn’t the beach for those of us who live here, but the peace and quiet that pervades the place normally. Alas, normal has become more and more rare as time has gone by, and the bridge toll is the dividing line.
I think you expect too much from the toll and too much from the tunnel. There are two ideas for the tunnel. The bored out tunnel is least invasive but most expensive and very unlikely to happen. The “cut and cover” version is a bit cheaper and will cause absolute mayhem in the island for years (at least 5 to construct).
The other idea is the underpass under Orange. This keep traffic moving to and fro letting people bypass the red light at Orange. HOWEVER, it will also assure that traffic will be thick and moving. Good Luck crossing 3rd in the morning and 4th in the afternoon. They’ll also be adding additional traffic lights to handle “traffic spillover” to other intersections.
