I think I missed the problem. The customer service lady wants to take $2.50 and close the book, so where is the need to escalate any “problem” to supervisor? That administrative fee procedural step is probably for those who did not pay for one reason or other at the toll booth when it is working (e.g. forgot wallet, no cash/change, credit card bad/refused etc.)

Realistically, if you go through the booth without paying because it’s offline, you can’t get a ticket because there’s no record of you ever passing through there. Such record could only be generated by the booth itself.
