This is classic press spin. He had financial trouble, so he did it. If he had a “history of mental issues”, he would have also been discredited, along with any host of other things that might discredit him.
The only true fact I heard, came from an interview with the CHP officer who assisted. He said he saw the brake lights, and could smell the brakes burning, but the car was NOT slowing down. Personally, I believe him!

The idiot would not turn off the car or put the car in neutral. Sounds fishy to me.

I’m betting that he intended to sue (afterall he hired a lawyer) but changed his mind when he was going to be found out. Fraud is a criminal offense punishable by imprisonment. He’s 60 so he doesn’t have much time to make up for his screw-ups. His lawyers probably found him out and decided not to sue.
Keep in mind that lawyers won’t sue unless there believe there is money, or unless you pay them. The guy has no money.
Even if you want to sue but your lawyer doesn’t see dollar signs, he won’t do it. Period. And he’ll tell you NO.
