You should definitely obtain a copy of the recorded easement. It will define the boundaries of the easement, e.g. it may be an area 10 feet on each side of the pipeline. I have seen these before.
The main issue is that you are unable to build any structure within the easement area. Therefore, if you ever wanted to put in a pool you would likely be prohibited from doing so, depending on the scope of the easement.
You can get a copy of the easement at the San Diego county Recorder’s Office. Without seeing the actual easement document, everything is speculation.
