You have to define what you mean by “good public schools”. For some, good might mean something as simple as no gang activity and reasonably balanced demographics. This would fit 50% or more of all schools in the area. Furthermore, even if one of the neighborhood schools is not up to your standards, that’s not the end of the world. As you can imagine, there are lots of people with school age children assigned to schools with less than satisfactory ratings. They can choose between attending the neighborhood school, a private school, a local charter school, an interdistrict/intradistrict transfer, and homeschooling.
On the other hand, if “good” means API rank 9..10 for you, because you want to get into the area with “safe” public schools, no matter the cost, that narrows things quite a bit.
