Yes, NSR, Prop 13 needs to be “tuned” . . . at the very least, Props 58 and 193 need to be completely repealed, even if those (hundreds of thousands?) who already filed intrafamily transfer deeds are “grandfathered.” This would stop the ultra-low taxation of the same parcel on into perpetuity.
However, this isn’t a minor tweak. It will be a major endeavor to get rid of these measures.
