When I first heard about this, I immediately thought “hoarder.” She has a similar profile of those that hoard animals.
Her behavior is deliberate and intentional–perhaps OCD, anti-social personality disorder or even Muncheusen by proxy. I would highly doubt that she has many genuine qualities of empathy, true caring of others, though she will most certainly claim she does.
