This is purely a wild guess, but I’m thinking it might be a Drupal (forum software) feature that allows a visitor to more easily upload content from their computer. This is done on mobile sites a lot, where you choose to either upload an image or just take a picture with your phone and it’s uploaded automatically.
If it were truly malicious, there are hacks to get around the permissions thing and you’d never know it. Hence the need for a cover over your camera.
