They probably would have been better off before. At least the mello-roos was a “hidden” discount. Future buyers might not even know that some houses did not have mello-roos, falsly proping up the prices of the houses with mello-roos. Now all houses will be discounted up front. Are they going to whine, complain and picket when Pardee has sales specials for 100k – 150k off?
