They can’t “bargain” their way into different investments, and the expected rate of returns on pension funds were very much in line with multi-decade historical returns.
The private sector/Wall Street pushed for the funds to go into riskier and riskier investments, not the union workers. The responsibility for the pension crisis lies almost entirely with the private sector.
