There is clearly a problem with the system in terms of who has to register and the vague degree of their offense.

but to CAr point about punishment and rehabilitation…totally agree. Anyone who touches a child should be dealt with harshly. If I go into detail about what harshly entails, you will all accuse me of being a sadist.
