The justifications I have seen for a strong dollar policy is that having a strong currency keeps inflation low and encourages foreign investment.
I consider myself pretty ignorant on macroeconomics and therefore try to avoid expressing uninformed opinions on the matter. That being said, I emotionally favor a weaker currency to encourage improvement of our trade deficit vs. stronger currency which just encourages other countries to buy our debt.
