The difference with big box complexes and one owner rentals is that the one owner rental may not want to bother and use his own time to clean and re-lease the place (and lose a month’s rent while doing their day job) while the big box guys already have a property manager and staff for all the maintenance, turnover, etc…and they are already paying them.
Been at mostly large rental places and rent seems to go up like clockwork there (not all, but most of those places due to the reason above). They will definitely negotiate, but you have to threaten to leave first…Rent’s up again in my hood again.
