The article is very biased. Lots of people can’t afford private automobiles and live with that. Expecting society to turn a blind eye when motor vehicle laws are being violated is not asking for mercy. When a driver without insurance causes an accident, it is quite painful. It is better if those who can’t afford insurance don’t drive.
