teacherSD and ocrenter, if I were to mail you something, what City, State would I put on the envelope? Would San Diego, CA 92127 work??

Why do you think the City did not ultimately annex in this area to themselves? Does anyone have a Thomas Guide newer than 2002, preferably a zip code edition? Is the 92127 zip code area in the TG zip code edition shaded pink or yellow?

Imperial Beach and Lemon Grove are both incorporated in their own right, yet they both contract Sheriff’s Dept services. As well as some NCC cities and communities.

Thanks for any help. Without this info, I will not have any further “hypothesis” on this subject as I do not currently have time to search through City Council meeting agendae and minutes (my forte, btw).
